Fir Point Statement on Child Abuse
Identifying Child Abuse
The Child Abuse Prevention and Treatment Act, (Public Law 93-247) passed by Congress in 1974, and amended in 1978, defines child abuse and neglect as follows: “the physical and mental injury, sexual abuse or exploitation, negligent treatment, or maltreatment of a child under the age of 18, by a person who is responsible for the child’s welfare, under circumstances which indicate that the child’s health or welfare is harmed or threatened thereby.”
Reporting Child Abuse
The Oregon Child Abuse Reporting Law (ORS 419B.005-419B.045), enacted in 1971, states that certain, designated public or private officials having frequent contact with children, and who are thereby in a position to identify children who are at risk from abuse and neglect, are required to report suspected cases of child abuse and neglect to the local SCF (Services to Children and Families) office or law enforcement agency.
